Executive Leadership

La’Mont Williams serves as the Chief of Staff and General Counsel to Cook County Commissioner Bill Lowry, where he provides strategic leadership for the Commissioner’s office and helps shape policy initiatives that impact residents across Cook County. In this role, Williams oversees staff management, directs day-to-day office operations, and leads the development and advancement of the Commissioner’s legislative and policy priorities.

Through his leadership, Williams plays a key role in advancing initiatives that promote economic opportunity, government transparency, and equitable policy solutions throughout Cook County.


Key Legislative Achievements

Williams has been instrumental in developing and advancing several significant legislative initiatives designed to strengthen accountability and expand economic opportunities for historically underrepresented communities.

Good Faith Effort Transparency Report Ordinance
Williams worked alongside Commissioner Lowry to draft and pass this ordinance, which enhances transparency and accountability in the waiver process affecting minority-owned and women-owned business enterprises (M/WBE).

Cook County Cannabis Commission Ordinance
He helped establish a commission composed of cannabis industry experts to provide guidance on the emerging cannabis sector and evaluate its economic and social impacts across Cook County.

Cook County Cannabis Business Development Fund – Pilot Program
Williams contributed to the development of this initiative, which provides financial support to social equity applicants seeking to establish cannabis businesses within Cook County, promoting greater inclusion within the emerging industry.


Legal Career

Prior to his role in Cook County government, Williams practiced law as an associate attorney at Nyhan Bambrick Kinzie & Lowry, P.C., where he focused on federal, state, and local governmental matters, workers’ compensation defense, and civil litigation.

He represented clients in proceedings before the:

  • U.S. District Court for the Northern District of Illinois

  • Circuit Court of Cook County

  • Illinois Workers’ Compensation Commission

His legal background provides a strong foundation for navigating complex legislative and regulatory matters within county government.


Community Leadership and Service

Williams maintains a strong commitment to civic engagement and community service. He currently serves as a board member for the Grant Park Music Festival and is an active member of the Chicago Assembly, contributing to initiatives that strengthen civic leadership and cultural engagement throughout the city.

He has also dedicated significant time to mentoring aspiring legal professionals through Minority Legal Education Resources, Inc., where he previously served as both a tutor and board member and continues to participate as a guest speaker.


Advocacy and Public Service

During his time at Loyola University Chicago School of Law, Williams volunteered with First Defense Legal Aid, delivering “Know Your Rights” seminars to students and community members across Chicago’s South and West Sides, including neighborhoods such as Ashburn, Wrightwood, Austin, and North Lawndale.

His service has extended beyond Chicago as well. Williams participated in volunteer trips to Flint, Michigan, assisting residents affected by the water crisis, and spent several days in Standing Rock, North Dakota, supporting efforts to protect sacred Native American land during protests surrounding the Dakota Access Pipeline.

Williams continues to mentor young people and remain actively engaged in community development efforts across Chicago.


Honors and Recognition

Williams’ leadership and dedication to public service have earned him several honors, including:

  • Norman C. Amaker Award of Excellence, Loyola University Chicago School of Law (2020)

  • Donald L. Hollowell Distinguished Service Award (2024)

These recognitions reflect his commitment to advancing justice, mentorship, and civic leadership.


Education

Williams attended Lincoln Park High School in Chicago, where he completed the International Baccalaureate Program.

He earned a Bachelor of Arts in Criminology, with minors in History and Political Science, from Upper Iowa University. He later received his Juris Doctor from Loyola University Chicago School of Law.

During and immediately following law school, Williams taught Trial Practice I Applied and served as a coach for Loyola’s Black Law Students Association Thurgood Marshall Mock Trial Team, now known as the Constance Baker Motley Mock Trial Team, which prepares law students of color for excellence in trial advocacy.
